Yes, some very few kin can learn to use Gifts. They have to be taught either by a spirit, which is difficult, or by a Garou, which is nearly impossible. There are steps to the process of learning a Gift. Only truly worthy kin who have done impressive things in service of the Garou Nation and the spirit world are permitted to learn a gift. Joe Random kinfolk who kicks in a few bucks from his paycheck every week isn't going to cut it.
Once a kinfolk feels he or she is worthy of asking for that teaching, he or she has to speak with a theurge and convince the Garou to try to summon a spirit to teach the kinfolk a gift. If the kin is worthy, the Garou will summon the spirit, ask the spirit what chiminage/price the spirit wishes for the teaching, and the kinfolk is responsible for paying that price. When it's paid, the spirit can teach the kin a gift in a matter of days at the most.
If the kinfolk decides to learn from a Garou, the Garou sets the chiminage/price for the teaching. The Garou must know the gift the kin wants to learn, and it must be one of the gifts kinfolk are capable of learning (more on that below). It takes about a week to learn the gift.
So, should the kin prove worthy, they can only learn a select range of gifts. Unless they posess Gnosis, they can't learn any gifts that require Gnosis to use. They can't ever learn any gifts that require Rage to use. They can't learn any gift above rank one. It is impossible to learn any gift outside of their tribe or breed, and certainly no learning any gifts outside of their changing breed.
Lastly, at the absolute most, a kinfolk can learn two gifts, and the individual that does that must be one hell of a Garou-saving, baby making, Spiral killing, martyring him/herself for the tribe machine.
Once a kinfolk becomes anything more than kin (Wraith, Mage, Vampire, etc.), they are no longer able to use any gifts they may have earned, nor are they able to learn any more gifts.
