Answer:
As long as Ghouls have vampire vitae in their system, they do not experience the mind-numbing supernatural fear that comes from witnessing a Garou (or Fera) in their Crinos form.
That's not to say that they wouldn't experience mundane fear from seeing a werecreature's war form, but they are safe from the effects of the Delirium.
Revenants, being born as Ghouls and naturally produce a weakened form of vitae, are always immune to the Delirium.
