1. ) Incoming applications are restricted to Cubs/Cliath/Fostern (or the Fera equivalent). You have to have played at least one Cliath/Fostern for more than two months and demonstrated a good knowledge of the game to apply for a higher ranked character.
2. ) Applications for higher ranked characters require a History with a background detailing an extra two paragraphs per rank.
These paragraphs must include notable deeds and the Rite of Accomplishment that was undertaken for each successive Rank or the Fera equivalent (eg: the boast the Bastet made, the most significant secrets the Corax found/delivered, etc).
3. ) Gifts work as follows:
a. ) For each Garou/Fera above starting Rank, they are given a total number of Gifts with which to disperse according to age and Rank.
As a rule, each Garou/Fera is required to have more lower-level Gifts than they have higher-level Gifts.
For example, a Rank 2 Garou would most likely have 4 Level One Gifts and 2 Level Two Gifts.
Use the following list to determine their maximum number of allowed Gifts;
– Rank 1 (Cliath, Rakka, Tekhmet, etc): 3 to 4 Gifts
– Rank 2 (Fostern, Voto, Akaa, etc): 5 to 6 Gifts
– Rank 3 (Arden, Tava, Tilau, etc): 7 to 8 Gifts
– Rank 4 (Athro, Tappen, Ilani, etc): 9 to 10 Gifts
– Rank 5 (Elder, Rrrrr't, Bon Bhat, etc): 11 to 12 Gifts
b. ) In order to learn new Gifts, players should either write out a convincing scene in which they negotiated with/tricked/forced a spirit to teach them the Gift, or actually play out the scene with an NPC. Admins can be contacted to RP as the NPC, if required.
If the scene is approved, then the PC has the Gift within the required learning time. A single character can learn a new Gift once every six months, totallying to a maximum of two Gifts learnt per year.

4. ) Fetishes and Rites must be included in the Miscellaneous area of the application. Homebrew Fetishes must be written out in their entirety.
5. ) Rites above Level Two are restricted to Fostern and higher ranked characters, particularly Rite of the Fetish.
Punishment Rites are the providence of the judge-aspected shifters only. Any shifter can have Minor Rites. Rites can be learned from other shapeshifters only, not from spirits.
6. ) Jarlhammers, Grand Klaives and other mighty weapon Fetishes are given an absolute “NO” for low-ranked characters. All fetishes really need to be written up and appropriate to the character.
7. ) In regards to Out-of-Tribe/Auspice/Breed Gifts for Garou or Fera, some few Gifts can be learnt from other packmates or, alternatively, going on a spirit quest with an NPCed spirit though the task required by them will be considerably more difficult than most.
There is also a cap on the level of Gifts that can be learned out of Tribe/Breed/Auspice. No Gift higher than Level Two can be learned.
9. ) Although among the Fera, a select few are adept at mimicking or outright stealing the Gifts of other shapeshifters (Bastet, Corax, Kitsune, Mokole, Nuwisha, and Ratkin are the only ones who can do it), no Garou or Fera can learn any Gifts outside of their Changing Breed without prior approval and a good enough story in their History to back it up.
10. ) For Rites…
Theurges/shaman auspices/aspects: Rank one Theurges can easily justify knowing at least three of the following rites;
- Rite of Talisman Dedication
- Rite of Cleansing
- Rite of Binding
- Rite of Summoning
- Rite of Contrition
- Rite of Spirit Awakening

Anything beyond that is entirely up to the experience level of the Theurge.
Philodox/judge auspices/aspects: Rank one Philodox may know one of the following rites;
- Stone of Scorn
- Rite of Ostracism
- Voice of the Jackal

They could also easily know the Rite of Contrition or the Rite of Cleansing.
Other Auspices: A newly rited Cliath would perhaps know one Level One Rite. More isn't likely.
